Job Description




Plans, organizes, manages, and coordinates a comprehensive behavioral health services program with an emphasis on prevention, intervention, and treatment of alcohol and other drug abuse.


Supervisor: Clarendon Behavioral Health Services Board of Directors

Supervisees: Directly supervises all management staff and prevention specialists


  • Oversees all alcohol, tobacco and other drug abuse and gambling addiction programs in Clarendon County; plans, organizes, and directs CBHS programs, coordinating with the CBHS board, county council, and other agencies
  • Represents CBHS as directed by board of directors to include funding agencies, human resource service agencies, and legislative and governing bodies; works closely with legislative body
  • Responsible for ensuring financial solvency of agency; supervises preparation of budget; monitors expenses; makes and monitors investments on behalf of the agency to maximize return and minimize risk;
  • Prepares and submits grant applications in support of mission of agency
  • Oversees marketing and fund-raising activities of CBHS.
  • Ensures the quality of services and programs of CBHS, including the review of achieved outcomes, comparison of the achieved outcomes to established objectives and the implementation of measures necessary to correct unsatisfactory results
  • Ensures maintenance of DHEC licensure and CARF accreditation of agency
  • Provides direct and/or indirect supervision of all staff. Responsible for the hiring and termination of all staff
  • In concert with advisory groups, develops an annual strategic county plan for comprehensive alcohol and other abuse services for Clarendon County and ensures the accomplishment of the goals and objectives within the plan
  • Provides clinical services to clients as necessary, which includes providing effective individual, group and family counseling
  • Develops policies, procedures, rules, and regulations to meet the needs of clients and staff; interprets policies
  • Researches and develops resources for programs
  • Maintains extensive contracts with numerous local public assistance agencies; assists in developing plans for improving and coordinating services of community resources;
  • Interacts and communicates with numerous groups and individuals involved in operation of CBHS, including staff, county council, probate judge, state office director, public service groups, school administration, business community and general public.
  • Evaluates work of subordinates
  • Works to eliminate stigma of addiction through membership on various committees, publication of articles, and public presentations
  • Ensures compliance with all health and safety policies and procedures for the safety of clients and staff
  • Adheres to and promotes all aspects of Corporate Compliance Policy
  • Believes in and acts in accordance with the mission statement of CBHS


  • Performs other similar and related duties as assigned by the board of directors


  • Comprehensive knowledge of theory, philosophy and techniques of substance abuse treatment and administration
  • Leadership skills and ability to articulate leadership principles
  • Thorough knowledge of federal, state, and local substance abuse policies and programs and the laws upon which they are based
  • Thorough knowledge of statistical analysis and agency financing
  • Thorough knowledge of prevention philosophy, methods and practices
  • Ability to plan, organize and direct a staff of professional and non-professional employees. Knowledge of human resource functions.
  • Ability to plan and execute effective in-service training and staff development programs
  • Ability to express complex ideas effectively orally and in writing
  • Ability to establish and maintain effective working relationships with government officials, associates, community agencies and the general public
  • Ability to prepare and present complex technical reports


  • Master’s Degree in relevant field of study from an accredited college/university, five years of management experience in behavioral health service delivery, and minimum three years of supervisory/managerial experience
  • Proven skills in community organization, planning, fiscal management, supervision, communications and treatment program development
  • Licensed as LPC, LMSW, LISW or LMFT and credentialed as CAC II through SCAADAC or NAADAC, or AADC (Advanced Alcohol and Drug Counselor) through IC&RC
