Overview
County of Lexington, SC is seeking qualified applicants for the position of Chief of Communications for the consolidated 911 center. The Chief of Communications (911) oversees and directs the daily operation of a 24-hour consolidated 9-1-1 Communications center and is responsible for developing and implementing 9-1-1 Communication policies, procedures and programs for Lexington County. This position also manages the County’s emergency 9-1-1 telephone system, 800 MHz and VHF radio systems, and the Computer Aided Dispatch system. The Chief leads and guides all department employees to provide quality 9-1-1 service to the citizens and dispatch service to all serviced agencies (Fire Service, Emergency Medical Service, Municipal Police Departments and Sheriff’s Department).
The Chief of Communication (911) also hires and trains personnel, purchase of equipment, control of expenditures, and preparation of budget estimates. Within the structure of County Policy, the 911 Communications Chief works independently in managing all technical and administrative operations towards the achievement of established 9-1-1 Communications, Public Safety and County Council Goals and Objectives.

Primary Responsibilities
- Plans, organizes, and directs, in association with subordinate officers, departmental operations with respect to equipment and personnel. Provides for the preparation and administration of recruitment, training, and staff development programs. This position serves as a divisional leadership member of the County’s Emergency Operations Center when activated during a disaster or emergency event.
- Assesses departmental activities and operations and takes necessary steps to improve 9-1-1 service delivery system. Maintains, updates and reports on Goals and Objectives, short and long term, with the departmental Strategic Plan.
- Manages preparation of departmental budget and exercises purchasing and budgetary control. This position requires daily monitoring of budget line items in both revenue and expenditure accounts, fixed assets, and purchase orders. Must creatively plan to achieve the timely allocation of funds to meet division, departmental and County goals.
- Directs the preparation and analysis of 9-1-1 records and reports to secure a more efficient service delivery system and to comply with authorized requests for information regarding departmental activity and personnel.
- Confers with multiple Municipal Agency Chiefs, Department Heads, Deputy County Administrator, and County Administrator on major policies and related 9-1-1 issues, conducts regular conferences with 9-1-1 department staff members in formulating policies, procedures, and standards.
- Cooperates and coordinates with local, regional, and state agencies in developing long range 9-1-1 plans and programs.
Qualifications
Education & Experience
- 6 months to 1 year of advanced study or training beyond high school equivalency, with 3 to 5 years of experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
Licensing and Certifications
- South Carolina 911 certification or ability to obtain this certification.
- Association of Public Safety Communications Officials Instructor certification.
- Emergency Medical Dispatch certification.
- Commission on Accreditation for Law Enforcement Agencies Manager certification.
- Enhanced National Incident Management Systems certification.
Knowledge
- 9-1-1 technology, systems, and operations.
- 9-1-1 related laws and principles.
- Personnel management methods and techniques.
- Department, county, and state organizational structures, operations, policies, and procedures.

Compensation
The anticipated salary at the time of hire will be between $100,000 and $115,000; salary offered will be commensurate with the selected person’s experience and education.
