POSITION SUMMARY

The Fleet Operations Manager plays a key role in leading the County’s fleet and facility operations, applying advanced principles of automotive repair, maintenance management, and large?scale operational safety. This leader brings strong expertise in garage operations, facility oversight, and compliance, ensuring a safe, efficient, and high?performing environment.

In this role, the Fleet Operations Manager oversees the day?to?day activities of the fleet management department, ensuring the reliability, readiness, and longevity of the County’s vehicle fleet. The position is responsible for implementing modern policies and procedures, optimizing workflows, and leveraging technology and data analytics to elevate fleet performance. The manager provides hands?on leadership to both technical and administrative staff, fostering a collaborative, service?oriented culture.

Success in this role requires exceptional planning, the ability to guide and develop teams, and the capacity to build strong working relationships with County officials, colleagues across departments, and members of the public.

KEY RESPONSIBILITIES

  • Fleet Management: Direct and oversee the maintenance, repair, and operation of the County’s vehicle fleet. Ensure all vehicles are maintained in a safe, operational condition and meet regulatory standards.
  • Policy Implementation: Develop and implement fleet management policies and procedures in compliance with local, state, and federal regulations.
  • Team Leadership: Supervise and coordinate the activities of the fleet management team. Provide training, support, and performance evaluations to ensure high productivity and morale.
  • Training and Scheduling: Plan training schedules and establish preventive maintenance programs. Manage capital needs and budget requirements.
  • Personnel Management: Instruct, assign, and review work. Allocate personnel and address employee issues. Oversee hiring, disciplining, transferring, promoting, and discharging employees. Recommend salary levels.
  • Procurement and Inventory Management: Management the procurement of vehicles, parts, and supplies. Maintain an inventory of necessary parts/components and foster relationships with suppliers. Write specifications for vehicle acquisition and recommend depreciation allowances for replacement planning. Collaborate with Purchasing, Budget Management, and Internal Auditors to ensure compliance with policies and procedures regarding budgeted items, equipment purchases, and inventory controls.
  • Budget Management: Assist the Director of Administrative Services in developing budget requests for operating expenses, staffing, and capital improvements. Monitor expenses and ensure cost-effective operations.
  • Vehicle Utilization and Replacement: Prepare annual vehicle utilization and replacement analysis. Manage and maintain a computerized fuel dispensing network. 
  • Compliance and Safety: Ensure compliance with all safety protocols and environmental regulations. Conduct regular safety audits and implement corrective actions as needed. Prepare specifications and oversee the construction of new or replacement fuel sites and facilities. 
  • Documentation and Invoicing: Manage the preparation, receipt, and processing of documents and invoices related to parts and fuel acquisition, inventory, billing, and accountability. 
  • Vehicle Auctions: Plan, coordinate, and monitor vehicle auctions, whether held online, in-person, or through mail-in-bids. 
  • Impound Yard Management: Maintain the Sheriff’s Department Impound Yard, supervising the receipt, storage, and release of vehicles. 
  • Accident and Complaint Handling: Review County vehicle accident reports, estimate repair costs, and negotiate settlements with insurance companies. Investigate complaints regarding the use of County vehicles. 
  • Fleet Management Software: Manage and maintain a computerized fleet management system. 
  • Advanced Repairs: Provide expertise on intricate diagnoses and repairs on a variety of County-owned vehicles and equipment. 
  • Purchasing Compliance: Supervise parts, fuel, and supplies purchasing to ensure adherence to purchasing ordinances. 
  • CDL Program Management: Develop and supervise the County’s CDL License and Inspection programs. 
  • Refrigerant Control: Develop and supervise the County’s refrigerant control strategy. 
  • Telematics: Implement and manage telematics systems to monitor vehicle locations, driving behavior, and vehicle performance for enhanced fleet management. 
  • Predictive Maintenance Management: Utilize predictive maintenance techniques to anticipate and address vehicle maintenance needs before they result in breakdowns, reducing downtime and repair costs. 
  • Data-Driven Decision Making: Leverage data analytics to inform decisions about fleet operations, vehicle replacement, fuel management, cost optimization, and overall fleet performance. 
  • Effective Communication: Maintain clear and effective communication with staff, stakeholders, and vendors to ensure smooth operations and address any issues promptly. 
  • Customer Service: Handle complaints and issues related to fleet operations, providing timely and effective resolutions. 
  • Continuous Improvement: Identify avenues for process optimization and apply best practices to enhance fleet efficiency and effectiveness. Leverage Fleet resources, including Fleet organizations (SCGFMA) and other state/county fleet departments to stay current with advancements in vehicle fuel systems (EV, Flex-Fuel, etc.)

KEY COMPETENCIES
  • Expertise in Automotive Repair Shop Management: Extensive knowledge of best practices and principles in managing automotive repair shops, ensuring efficient and effective operations.
  • In-Depth Understanding of Vehicle Maintenance: Comprehensive understanding of the maintenance needs and characteristics of a diverse range of automotive and mechanical equipment.
  • Safety and Hazard Management: Proficient in identifying hazards an implementing safety precautions for large-scale shop operations to maintain a safe working environment. 
  • Technical Proficiency with Engines and Equipment: Deep knowledge of gasoline and diesel engine operations, along with the repair and maintenance requirements of various construction and specialized equipment. 
  • Business Acumen for Fleet Management: Thorough understanding of business practices applicable to fleet maintenance, including budgeting, financial analysis, and strategic planning. 
  • Leadership and Supervision Skills: Strong ability to plan, supervise, and manage the work of automotive technical and service staff, ensuring high performance and productivity. 
  • Interpersonal Skills: Ability to build and maintain effective working relationships with colleagues, subordinates, and the general public, fostering a collaborative and positive work environment.

QUALIFICATIONS
  • Bachelor’s degree in automotive technology, business administration, or a related field.
  • Extensive experience in fleet management, automotive maintenance, or a related area.
  • Extensive hands-on experience in the maintenance and repair of automotive and construction equipment. This should include significant supervisory and administrative experience.
  • Previous experience in managing a garage or fleet operation is highly preferred. APWA Certified Public Fleet Professional and ASE Master Mechanic or ability to attain within one year of hire.
  • Strong leadership and team management skills.
  • Proficiency in fleet management software, telematics, and data analytics.
  • Excellent organizational and communication abilities.
  • Knowledge of EPA, SCDHEC, and OSHA standards.
  • Problem-solving skills and a proactive approach to managing fleet operations.
  • Must possess or obtain a valid driver’s license issued in the state of South Carolina.


COMPENSATION

The salary range at the time of hire is expected to be between $77,912 – $115,000. The salary offered will be commensurate with experience. The County offers comprehensive benefits to its employees to compliment the salary compensation offered.
