DUTIES & RESPONSIBILITIES

  • Project assignments typically include performing routine engineering work requiring application of standard techniques, procedures, and criteria.

  • Provide field inspections of municipal improvement projects and developer-installed public improvement projects for conformance with engineering plans and specifications and construction and safety standards.

  • Assists with use of GIS and survey equipment to collect public infrastructure asset data.

  • Coordinate projects with contractors, citizens, regulatory agencies, developers, and others.

  • Prepare engineering plan specifications and contracts.

  • Assists with the use of traffic data collection equipment to collect traffic volume, speed data and video data.

  • Collect and review of as-built record plans of municipal improvement projects and developer installed public improvement projects.

  • Answer inquiries on planning, private development and construction.

  • Attends and/or schedules various meetings including preconstruction, coordination, and conceptual design.

  • Produce accurate and complete calculations or programming within project parameters.

  • Expected to work in a collaborative team environment on projects involving new design, modifications, retrofits, or preliminary/conceptual designs related to transportation and traffic systems.

  • Maintains project and personal activity records and reports project status to management.

  • Prepares cost estimates based on established rates and reviews invoices.

  • May research property records to ascertain right of way and review easement documents.

  • May prepare and evaluate bidding documents, department’s standards, and specifications.

  • May provide technical directions to a technician.


QUALIFICATIONS

  • Bachelor’s degree in civil, construction or environmental engineering.

  • Two years of civil engineering experience is preferred, and construction inspection experience is a plus.

  • Knowledge of the principles, practices, laws, ordinances, statues, and regulatory requirements for South Carolina Department of Transportation (SCDOT), Lexington County, South Carolina Department of Environmental Services (SCDES).

  • Effective verbal and written communication skills are essential for preparing reports, communicating with clients and collaborating with team members.

  • Ability to review reports and interpret and analyze technical and statistical information.

  • Proficiency with software programs such as MS Office suite, Geographic Information Systems (GIS), and Microstation CADD or Autocad.

  • Engineering Intern license (EIT) preferred or ability to obtain within two years of hire.

  • Familiarity with engineering and mathematical principles used to design transportation and traffic systems.

  • Class D driver’s license.


COMPENSATION
The hiring salary for this position is expected to be between $74,918 – $89,902, depending on experience and qualifications. The Town offers a comprehensive benefits package for all full-time employees.
