Role: Senior Software Operations Consultant – Eligibility Systems

Overview:
This role provides senior-level technical guidance and support for a state-led project focused on modernizing its member management system. The consultant will advise the team and associated vendors on software platform operations, ensuring alignment with project goals and best practices. The position involves close collaboration with business and technical teams across system integration, data mapping, and transition planning.

Key Responsibilities:

  • Act as a lead technical resource, advising on platform configuration, design, and optimization strategies to meet project and operational needs

  • Review and evaluate proposed technical solutions, identifying potential risks and offering alternative approaches when needed

  • Support validation efforts such as proofs of concept or targeted demonstrations to confirm feasibility

  • Facilitate data mapping and gap assessments to ensure the software platform aligns with operational requirements

  • Assist in transition planning from implementation to long-term maintenance, with emphasis on documentation and knowledge transfer

  • Liaise with multiple internal and external teams to coordinate system integration, particularly between new eligibility systems and legacy infrastructure

  • Collaborate on documentation including functional specs, technical design, and integration components

  • Support quality assurance activities by working with QA and production teams to ensure deliverables meet expectations

  • Report on progress, risks, and issues to leadership

  • Provide guidance on software platform updates and enhancements

  • Translate complex technical concepts for both technical and non-technical stakeholders

Required Qualifications:

  • Bachelor’s degree in a technical discipline or equivalent experience

  • 3+ years working with a major eligibility or benefits platform in an operational support or development capacity

  • Hands-on experience with both packaged and custom code environments

  • Familiarity with agile and traditional project delivery methodologies

  • Strong communication and problem-solving skills, with the ability to bridge technical and business perspectives

  • Certification or proven experience in eligibility platform configuration and troubleshooting

Preferred Qualifications:

  • Experience working with vendors or third-party integrators

  • Background in healthcare, Medicaid, or related benefits administration

  • Exposure to public sector or large enterprise transformation initiatives
