The Columbia Metropolitan Convention & Visitors Bureau dba Experience Columbia SC is the destination marketing organization (DMO) for the region. This branch of Columbia SC tourism began in 1984 as the Greater Columbia Convention & Visitors Bureau. Experience Columbia SC’s mission is to strengthen the area’s economy by marketing and selling the region as a premier destination for meetings & conventions, tradeshows, special events and leisure travel. Experience Columbia SC works with accommodations, restaurants, facilities and attractions to provide informative materials and services that enhance and promote the desired image of the Columbia area.
Position Summary:
Provides strategic leadership and oversight for all Human Resources functions as the Authority’s senior HR executive. Serves as a trusted advisor to the President/CEO and leadership team while directing talent acquisition, employee and labor relations, compensation, classification, benefits, organizational development, performance management, compliance, risk management, workplace investigations, leave administration, and HR operations. Ensures compliance with all applicable federal and state employment laws while fostering a culture of accountability, engagement, and operational excellence.

Areas of Responsibility:
Executive Leadership:
- Serves as strategic advisor to the President/CEO and executive leadership on workforce planning, organizational development, succession planning, risk management, and employment matters.
- Develops and implements HR strategies aligned with organizational goals.
- Prepares confidential reports, recommendations, and presentations for executive leadership and the Board of Directors.
- Conducts workplace investigations involving misconduct, harassment, discrimination, ethics, and policy violations.
- Advises managers on performance management, corrective action, suspensions, demotions, and separations.
- Ensures compliance with FLSA, FMLA, ADA, PWFA, Title VII, EEOC, COBRA, HIPAA, ACA, OSHA, USERRA, E?Verify, I?9, and applicable state laws.
- Directs recruitment for all positions including executive-level searches.
- Develops interview guides, assessment tools, candidate ranking processes, and employment offers.
- Oversees onboarding, orientation, background checks, I?9 and E?Verify compliance.
- Administers the Authority’s classification and compensation program including market analyses, salary recommendations, pay equity reviews, and job evaluations.
- Administers the performance management system and organizational performance review process.
- Reviews and updates job descriptions.
- Administers employee benefits, annual open enrollment, vendor relationships, retirement programs, and wellness initiatives.
- Administers FMLA, ADA accommodations, PWFA, Workers’ Compensation, Short-Term Disability, and related leave programs.
- Serves as HRIS administrator and maintains HR records, metrics, organizational charts, policies, employee handbook, and HR reporting.
- Coordinates payroll-related HR functions with Finance.
- Develops HR policies, procedures, and organizational communications.
- Performs other duties as assigned by the President/CEO.
Education & Experience:
- Bachelor’s degree in HR, Business Administration, Public Administration, or related field; Master’s preferred.
- Minimum 5 years progressively responsible HR experience, including leadership.
- Professional certification preferred (SHRM-SCP/CP or SPHR/PHR).
- Demonstrated knowledge of compensation, benefits, employee relations, FMLA, ADA, investigations, performance management, HRIS, and public-sector HR practices.

The salary range at the time of hire is expected to be between $80,000-$90,000. The salary offered will be commensurate with experience. Experience Columbia offers comprehensive benefits to complement the salary provided to staff.
