ASSISTANT FINANCE DIRECTOR POSITION SUMMARY

Cleveland County is seeking a collaborative and analytically driven Assistant Finance Director to play a key leadership role within the Finance Department. Reporting to the Finance Director, this position helps oversee the County’s daily financial operations and supports the stewardship of public funds through strong fiscal controls, sound investment practices, and transparent financial reporting.

The Assistant Finance Director assists in planning, directing, and supervising the receipt, disbursement, accounting, and reporting of County revenues and expenditures. The role also supports investment activities, cash flow forecasting, and preparation of the County’s annual audit and financial reports.

In addition to technical expertise, this role requires leadership, sound judgment, and the ability to balance strategic priorities with day?to?day operational demands in a complex governmental setting.

KEY RESPONSIBILITIES

  • Financial Operations – Support in assisting and implementing accounting and related policies.
  • Cash/Investments – Ensures timely investment of county funds; oversees monthly reconciliation of all cash/investment accounts; completes cash flow forecasting models and analysis.
  • Personnel – Oversees and supervises several finance staff.
  • Annual Audit – Assists in preparation of working papers for annual independent audit and annual financial report.
  • Supervisors and Managers play a critical role in ensuring operational efficiency, team productivity, and organizational success. Exercises limited supervision of the Finance Department staff.
  • Key areas of responsibility include but are not limited to: Team Management, Performance Monitoring & Feedback, Training & Development, Recruitment & Hiring, Onboarding, Termination & Disciplinary Actions, Compliance & Policy Adherence, Problem Solving & Communication, and Workforce Planning & Delegation

QUALIFICATIONS FOR CONSIDERATION
  • Bachelor’s degree with coursework in accounting, finance, mathematics or related field
  • 6+ years of financial reporting experience, including governmental finance exposure and progressive supervisory responsibility
  • Comprehensive knowledge of principles and practices of modern government accounting
  • Comprehensive knowledge of the fiscal policies and statutory requirements governing county funds

COMPENSATION

The salary range at the time of hire is expected to be between $80,000 – $105,000. The salary offered will be commensurate with experience. The County offers comprehensive benefits to complement the salary provided to staff.
