Position Summary
FGP has been retained by Richmond International Airport to identify their next Chief Financial Officer. This position provides many critical functions for the airport and its foundation including creating and monitoring the budget, developing sound financial strategies, preparing the annual ACFR, and ensuring Procurement compliance. Working through the Director of Finance, this position administers the financial affairs of Richmond International Airport and supports its financial and fiscal sustainability by ensuring its activities are performed, recorded, and presented in compliance with professional and ethical standards. Ensures the organization operates within legal and ethical boundaries by monitoring adherence to all applicable laws, regulations, and internal policies, identifying potential compliance risks, and implementing strategies to mitigate them.

Responsibilities 

  • Manage, support, and facilitate financial planning and analysis, budgeting, auditing, forecasting, debt management, risk analysis, investment conditions, financial reporting, and delivery of financial information to the CEO, the Board of Commissioners, and the community.
  • Develop and maintain financial reporting systems to support the effective and efficient operations of the organization and keep the Airport Commission, the public, and the Executive Leadership Team apprised of the financial condition of the Airport.
  • Conduct cost-benefit analyses for new initiatives to determine whether a decision or action is economically sound.
  • Supervise accounting, payroll, annual audits, revenue management, accounts receivable, tax administration, procurement, and cash flow management.
  • Monitor the airport’s cash flow to ensure that adequate funds are available to meet expenditures.
  • Study short- and long-term economic trends and project their impact on future growth at ACFR.
  • Plan for adequate cash liquidity for airport needs while maximizing earnings.
  • Create a succession plan for staff and eliminate “single points of failure” for the organization.
  • Optimize efficiency and reduce costs through technology and innovation.
  • Oversee Procurement functions with innovative and compliance approaches.
  • Work collaboratively with other departments in the organization to develop strategies and approaches that accomplish the mission, vision, and core values of the organization.
  • Ensure programs and projects are completed with the application of best practices and industry standards.
  • Serve as a leader in emulating the cultural vision and values while ensuring a culture of civility.
  • Ensure employee performance evaluations are established and updated regularly; provide feedback to direct reports and monitor workload and assignments.
  • Maintain regular and sustained attendance.
  • This position oversees the Finance and Procurement Department. Supervision is the responsibility of positions in this classification.
  • Decisions are made within broad interpretation of applicable guidelines and federal, state, and county policies and rules.

QUALIFICATIONS

  • A bachelor’s degree from an accredited college or university in business administration, accounting, finance, or a related field.
  • Ten to twelve (10-12) years of increasingly responsible governmental accounting experience, including five to six (5-6) years of management experience and administrative responsibility in Finance.
  • Industry Knowledge – Knowledge of all aspects of airport financial management including principles and practices of public/governmental accounting involving budget development, administration, recordkeeping, governmental purchasing practices, and stays current with GAAP and GASB.
  • Regulatory Knowledge – Knowledge of Federal Aviation Administration (FAA) requirements for federally funded programs and projects. Knowledge of state, local, and Capital Region Airport Commission regulations and requirements.
  • Operations Knowledge – General knowledge of airport operations to ensure that plans include considerations for the continuity of operations through the program and project implementation process.
  • Presentation and Reporting Skills – Skilled at presenting ideas and preparing concise reports that align with organizational goals.
  • Communication Skills – Ability to communicate effectively, deliver clear and strategic messages, facilitate critical conversations, and demonstrate transparency to align priorities and foster trust across teams.
  • Customer Service Skills – Ability to set, communicate, and uphold clear customer service expectations by monitoring performance, coaching team members, and ensuring consistent delivery of respectful, responsive, and efficient service that anticipates customer needs. Ability to effectively convey ideas and information through oral or visual presentations.
  • Critical Thinking – Ability to set and model clear expectations for critical thinking by guiding team to analyze information objectively, evaluate alternatives, and apply structured decision-making to optimize outcomes. COMPENSATION
The salary range at the time of hire is expected to be between $243,303 – $270,000 plus bonus. The salary offered will be commensurate with experience. Richmond International Airport offers comprehensive benefits to complement the salary provided to staff.
